Party Chief attends Vietnam-US cooperation conference on AI and semiconductors

The seminar featured leaders and experts from leading global technology companies and organizations in the semiconductor and AI sectors, such as AMD, Google, Marvell, the Semiconductor Industry Association (SIA), and SEMI.

On the afternoon of September 22 (local time) in New York, during his participation in activities for the 79th session of the UN General Assembly and his working visit to the US, General Secretary and State President To Lam attended a seminar focused on strengthening Vietnam-US cooperation in the development of the semiconductor and artificial intelligence (AI) industries.

The seminar featured leaders and experts from leading global technology companies and organizations in the semiconductor and AI sectors, such as AMD, Google, Marvell, the Semiconductor Industry Association (SIA), and SEMI.

Opening the event, Minister of Planning and Investment Nguyen Chi Dung noted that Vietnam-US relations have been steadily growing, becoming more comprehensive and profound across all fields, especially in economic, investment, and trade cooperation. He emphasized the immense potential for collaboration between Vietnamese and US partners in high-tech areas like semiconductors and AI, highlighting that such cooperation would create numerous opportunities for both sides to leverage their respective advantages and hold significant meaning in this new era, particularly after the upgrade of their relationship to a Comprehensive Strategic Partnership in September 2023.

Vietnam has implemented a strategy for AI development since 2021, and on September 21, the Prime Minister signed a program for developing human resources in the semiconductor industry, along with a national strategy for its growth. The goal is to train 50,000 engineers in AI and semiconductor fields by 2030. During the seminar, representatives from top US and global tech organizations shared international experiences in developing the semiconductor and AI industries and highlighted the vast potential and collaboration opportunities with Vietnam.

Experts praised Vietnam's strategy for developing the semiconductor and AI sectors, expressing confidence that with the established directions, Vietnam will become an attractive destination for investors in these fields and achieve significant success in the future.

Currently, several major Vietnamese technology companies are actively participating in the semiconductor and AI industries, with FPT Group leading the way. FPT has partnered with top global AI leaders like Landing AI, Mila, and Nvidia, and is planning a $200 million investment in establishing an AI Factory. This facility will boost the economy and significantly advance Vietnam's AI sector, aligning with global technological trends. In semiconductors, FPT focuses on design, testing, and training high-quality personnel to meet market demands. After over a decade of research, FPT Semiconductor launched Vietnam's first "Made in Vietnam" semiconductor chip in 2022.

In heartfelt remarks addressing Vietnam-US collaboration opportunities in the semiconductor and AI industries, General Secretary and State President To Lam expressed agreement with the speakers.

He stated that Vietnam aims to develop rapidly and sustainably based on science, technology, and innovation. The government has identified three strategic breakthroughs for socio-economic development by 2030: institutional reform, infrastructure development, and human resource enhancement linked to economic restructuring and growth model innovation. Focusing on the semiconductor and AI industries is an objective necessity and a strategic priority for advancing science and technology, which will drive the development of related sectors.

General Secretary and State President To Lam highlighted that Vietnam is at a crucial juncture for transitioning toward a digital, green, and circular economy, prioritizing robust scientific and technological development to enhance productivity, quality, and economic competitiveness. In this context, Vietnam encourages selective investment in high-tech projects, including semiconductors, AI, research and development, renewable energy, green hydrogen, and the construction of integrated infrastructure—areas where US investors have substantial potential and strengths.

Reflecting on the positive outcomes of Vietnam-US cooperation since the normalization of relations in 1995, he reaffirmed the significant potential for collaboration in high-tech sectors such as semiconductors and AI, especially following the upgrade to a Comprehensive Strategic Partnership with a focus on breakthrough cooperation in innovation and the semiconductor industry.

General Secretary and State President To Lam expressed confidence that collaboration in semiconductors and AI will open many opportunities for both sides to maximize their advantages. He noted that Vietnam has strengths and opportunities to develop its semiconductor and AI industries, having trained hundreds of thousands of programmers and millions of IT professionals over the past 20 years, which is crucial for establishing a strong workforce in these fields.

Vietnam also hosts many large companies in electronics, IT, and semiconductor and AI industries, including Samsung, Amkor, Hana Micron, Intel, Foxconn, LG, Viettel, VNPT, and FPT, along with numerous major investors finalizing procedures to launch research, development, and production activities in the country.

General Secretary and State President To Lam emphasized that Vietnam values international cooperation and recognizes that success in high-tech fields, particularly in semiconductors and AI, can only be achieved collaboratively by building a solid value chain. He welcomed US companies and organizations to Vietnam to jointly develop innovative and sustainable solutions.

Appreciating the efforts of the Ministry of Planning and Investment in actively collaborating with relevant agencies and FPT Group to promote the semiconductor and AI industries, General Secretary and State President To Lam expressed confidence that with everyone's contribution, the Comprehensive Strategic Partnership between the two nations will continue to deepen and become more effective, contributing to sustainable development.
