Hanoi pushes for technological solutions in parking lot management

Under the new guidelines, all parking operators are required to adopt technology that facilitates cashless payments and provides electronic receipts linked to tax authorities.

Hanoi has introduced temporary regulations to implement cashless parking solutions throughout the city.

These new rules mandate the use of technology for locating and paying for parking services, applicable to existing and under-construction parking lots, temporary car parks in vacant areas, and roadside or sidewalk parking. The regulations also extend to parking facilities within residential complexes, commercial centers, mixed-use buildings, hospitals, and educational institutions.

Under the new guidelines, all parking operators are required to adopt technology that facilitates cashless payments and provides electronic receipts linked to tax authorities. Organizations or individuals failing to comply will not have their licenses renewed, and new permits for using roads or sidewalks will not be issued without a cashless payment plan.

To support this transition, the Hanoi People's Committee Office will develop a feature on the iHanoi platform to help residents and businesses find available parking spots quickly. This effort will be coordinated with the Departments of Information and Communication and Transport to promote the use of smart parking technology.

The Department of Transport will oversee the implementation of these technological solutions, conducting inspections and enforcement across the city. A four-month cashless parking pilot program, launched on April 15, has seen 99 car parks across Hanoi adopt the new payment system. The distribution of these car parks is as follows: Hoan Kiem (49 spots), Cau Giay (11 spots), Nam Tu Liem (10 spots), Dong Da (9 spots), Tay Ho (8 spots), Hai Ba Trung (6 spots), Bac Tu Liem (4 spots), and Ba Dinh (2 spots).

Tran Huu Bao, Deputy Director of the Hanoi Department of Transport, reports that the pilot program is progressing smoothly. Most residents support the initiative, noting benefits such as reduced corruption, accurate pricing, transparency, and improved service quality. This initiative aligns with Hanoi's broader goal of becoming a smart city by 2025, with a vision extending to 2030.

"Cashless parking payments enhance the management of parking facilities, ensure traffic order and safety, improve urban aesthetics, and reduce traffic congestion across the city," said Bao.
