Hanoi promotes digitalization in public services

All medical examination and treatment facilities in the city have fully adopted the use of chip-embedded citizen identification cards in place of health insurance cards.

Hanoi remains committed to advancing digitalization in public services to enhance convenience for its residents and streamline the functioning of government agencies.

Regarding the processing of unemployment benefits, between August 15, 2023, and September 14, 2023, the city received a total of 3,847 applications for unemployment benefits through the National Public Service Portal. Among these, 2,931 applications met the necessary criteria, while 916 applications were rejected for various reasons, primarily due to incomplete documentation, inaccuracies in personal information provided by applicants, and applications being submitted three months past the deadline.

In relation to the updating and transfer of driver's health certificate data to the Health Insurance Assessment Portal of Vietnam Social Insurance for the implementation of the Ministry of Transport's public service "Exchange and reissue of driver's licenses," all 28 facilities responsible for examining and issuing driver health certificates have successfully registered interconnected accounts on the Health Insurance Assessment Portal. A total of 61,113 records were digitally signed and transferred to the Health Insurance Assessment Portal, with 10,310 records automatically connected via API and 50,803 records updated manually.

Concerning the directive to medical facilities and hospitals to utilize chip-embedded citizen identification cards integrated with health insurance for medical examinations and treatments, as well as to promote non-cash payments for hospital fees, all medical examination and treatment facilities in the city have fully adopted the use of chip-embedded citizen identification cards in place of health insurance cards. Thus far, these facilities have processed 1,755,237 medical examinations and treatments using chip-embedded citizen identification cards for hospital fee payments.

Regarding the effort to guide schools in collecting non-cash tuition fees, the Department of Education and Training has developed a revenue management application that incorporates non-cash payment solutions. This application is linked and integrated with education and training databases, connecting with commercial banks and popular e-wallets such as Zalo Pay, Momo, and Viettel Pay. The non-cash revenue management software has been deployed and is in active use.

As of now, Hanoi has received applications for chip-embedded citizen identification cards for 6,931,006 individuals with permanent and temporary residence in the city. In the third quarter of 2023 alone, the city processed 200,035 citizen identification documents and updated a total of 253,311 citizen identification cards through the City Police's Electronic Information Portal.

The city has successfully registered 5,860,968 level 1 and level 2 identification accounts, reaching a rate of 97.9%, with 4,999,360 of these accounts being activated, reaching a rate of 83.5%.
