AFD to join Hanoi in eco-friendly transport development

The elevated Metro Line 3, which spans from Nhon to Cau Giay and receives financial and technical support from French agencies, has garnered positive feedback from Hanoi’s residents during its initial operations.

Key French companies, including Alstom, Thales, and Colas Rail, are vital contributors to the project, supplying essential components such as rolling stock, signaling systems, tracks, and electromechanical equipment.

During a meeting on September 20 with Vice Chairman of the Hanoi's People’s Committee, Duong Duc Tuan, Cyrille Bellier, Head of the Asia-Middle East-Europe Department at the French Development Agency (AFD), reiterated the agency's commitment to collaborating with Hanoi on sustainable transport solutions.

The meeting signified a critical milestone for the elevated Metro Line No. 3, a project in which AFD plays an instrumental role.

During his visit, Bellier commended the construction quality of the newly inaugurated elevated section of Metro Line 3, which successfully attracted one million passengers in its first month of operation and received favorable feedback from users. "As a key contributor, AFD is pleased that the rail line is operating smoothly and has been warmly received by Hanoi's residents."

The project is underpinned by substantial financial support from France, with the French Treasury and AFD providing concessional loans amounting to €355 million (US$391 million) and €159 million (US$175 million), respectively.

Bellier emphasized AFD's ongoing dedication to supporting Hanoi in various domains, particularly in the development of eco-friendly public transport solutions.

In response, Vice Chairman Tuan expressed gratitude for AFD’s support of the urban railway initiative and outlined plans for future project phases, including an underground section with four additional stations extending from Tran Hung Dao Street to Hoang Mai.

Tuan noted, "The Ministry of Planning and Investment has urged the government to approve proposals related to this line’s implementation."

Furthermore, he highlighted Hanoi's proactive approach to addressing challenges to ensure that the project meets its objectives and timelines.

Tuan also underscored the robust partnership between Hanoi and several regions in France, particularly Ile-de-France, which serves as a solid foundation for further cooperation.

Additionally, he mentioned ongoing initiatives such as the renovation of Long Bien Bridge, which has received preliminary support from the French Embassy for technical solutions. Tuan expressed optimism that AFD would continue to share its expertise on this initiative, an offer Bellier indicated they would consider favorably.
