Both sides were pleased to note that the Comprehensive Strategic Partnership between Vietnam and Russia has continued to strengthen and expand in recent years, with active exchanges, meetings, and visits, especially at high levels.
As part of his participation in the 2024 BRICS+ Leaders' Summit in Kazan, Russia, on the evening of October 24 (local time), Prime Minister Pham Minh Chinh held a meeting with Russian President Vladimir Putin.

During the meeting, President Vladimir Putin welcomed and thanked Prime Minister Pham Minh Chinh and the high-level Vietnamese delegation for attending the 2024 BRICS+ Leaders' Summit.
President Putin expressed his deep appreciation for the warm and thoughtful reception by the Party, the State, and the people of Vietnam during his highly successful state visit in June. He noted that the visit left a profound impression on him, highlighting the strong and enduring bond between the two nations. President Putin also conveyed his regards to General Secretary To Lam and other senior Vietnamese leaders, while extending congratulations to Luong Cuong on his recent election as Vietnam’s State President.
President Putin thanked the Vietnamese government and Prime Minister Pham Minh Chinh for their attention and decisive efforts in implementing the agreements reached between the two countries, as well as for resolving some challenges in bilateral cooperation. Prime Minister Pham Minh Chinh expressed his pleasure at visiting Kazan and meeting President Putin again, reaffirming that the Party and State of Vietnam highly value the Comprehensive Strategic Partnership with Russia. He emphasized that Vietnam will never forget Russia’s meaningful support and assistance, and expressed a desire to deepen and enhance the effectiveness of bilateral cooperation in all areas, benefiting both nations and meeting the aspirations of their peoples.
The Prime Minister congratulated Russia on its socio-economic achievements in recent years under President Putin's leadership, which have demonstrated the resilience and character of the Russian people in overcoming challenges. On this occasion, Prime Minister Pham Minh Chinh conveyed greetings from General Secretary To Lam, President Luong Cuong, and National Assembly Chairman Tran Thanh Man, and congratulated President Putin on successfully hosting the BRICS and BRICS+ Summits, as well as the overall BRICS activities in 2024 under the theme of "Building a Better World."
Both sides were pleased to note that the Comprehensive Strategic Partnership between Vietnam and Russia has continued to strengthen and expand in recent years, with active exchanges, meetings, and visits, especially at high levels. Bilateral trade has grown strongly. However, the two leaders agreed that more could be done to meet the set targets and called for closer cooperation to implement effective collaboration, particularly in areas such as economics, trade, investment, and tourism, while expanding cooperation in new fields such as renewable energy and infrastructure.
President Putin commended the successful organization of the 25th session of the Vietnam-Russia Intergovernmental Committee on Economic, Trade, and Scientific-Technical Cooperation, and suggested that both sides work to implement the outcomes of this meeting effectively.
Prime Minister Pham Minh Chinh reiterated Vietnam's readiness to facilitate Russian businesses interested in investing in Vietnam and requested that President Putin continue to direct the Russian government to enhance cooperation across all sectors, ensuring mutual benefits.
Overview of the meeting.
Both leaders stressed the importance of energy and oil-gas cooperation, one of the key pillars of Vietnam-Russia relations. They recognized the significant achievements in this crucial field and agreed to encourage and support the expansion of oil and gas companies’ activities in both Vietnam and Russia. They also expressed a desire to promote new energy cooperation projects in line with current green growth and sustainable development trends. In the near term, both sides agreed to focus on strengthening cooperation in technology transfer, human resource training, and building a team of experts for Vietnam. Prime Minister Pham Minh Chinh and President Putin also discussed specific directions and measures to enhance cooperation in other areas with great potential, such as science and technology, education and training, tourism, and transportation. Both sides agreed to coordinate the organization of events marking the 75th anniversary of diplomatic relations in 2025.
The Prime Minister thanked President Putin and the Russian leadership for their support and requested continued favorable conditions for the Vietnamese community in Russia, helping them live, work, and study in stability, while contributing to the friendship and cooperation between the two nations. On this occasion, Russia announced that it would continue providing 1,000 scholarships for Vietnamese students studying in Russia.
Prime Minister Pham Minh Chinh and President Putin welcomed and acknowledged the signing and exchange of cooperation documents between agencies and businesses from both countries during the Prime Minister's visit to Kazan. This event marked the final activity of the Prime Minister and the Vietnamese delegation during their visit to Russia.
Following the meeting, at 1:00 a.m. on October 25 (local time), the Prime Minister and the Vietnamese delegation departed for Vietnam, concluding their successful participation in the BRICS+ Leaders' Summit at the invitation of Russian President Vladimir Putin, Chair of BRICS 2024.
