Prime Minister Pham Minh Chinh attended the welcoming ceremony for the heads of delegations and a formal banquet hosted by Russian President Vladimir Putin, in honor of delegations participating in the BRICS Leaders' Summit and the BRICS+ meeting.

At the Kazan Expo Conference Center in Kazan City, Republic of Tatarstan, Russian Federation, Russian President Vladimir Putin—Chairman of the BRICS Group for 2024—presided over the welcoming ceremony for heads of delegations and a formal banquet in honor of the delegations attending the BRICS Leaders' Summit and BRICS+ meeting.

The BRICS and BRICS+ Summit saw the participation of leaders from 36 countries and territories, including 22 delegations represented by heads of state, such as China's General Secretary and President; Laos' General Secretary and President Thongloun Sisoulith; South African President Cyril Ramaphosa; Turkish President Recep Tayyip Erdogan; Venezuelan President Nicolas Maduro; Uzbek President Shavkat Mirziyoyev; Belarusian President Alexander Lukashenko; Azerbaijani President Ilham Aliyev; Egyptian President Abdel Fattah El-Sisi; and UAE President Mohammed bin Zayed Al Nahyan. The event was also attended by leaders of six international organizations, including UN Secretary-General Antonio Guterres.

The BRICS and BRICS+ Summit, along with dozens of related events, took place from October 22-24 in Kazan, Republic of Tatarstan, Russian Federation.

The main theme of the BRICS Summit was "Strengthening Multilateralism for Fair Global Development and Security," where leaders discussed the creation of a new financial and political system characterized by fairness, equality, and mutual respect. The summit supported multilateral principles and enhanced the role of developing countries in global governance. It aimed to solidify the BRICS Group's international standing and foster cooperation among member countries in various fields.

The BRICS+ Summit, under the theme "BRICS and the Global South: Building a Better World Together," focused on strengthening cooperation between BRICS and countries in the Global South, with discussions on promoting new growth drivers such as the digital economy, green economy, circular economy, science and technology, and innovation. The summit also emphasized building a balanced, effective, and inclusive global governance ecosystem that highlights the role and voice of developing countries.

The BRICS Summit and related events also reviewed and established mechanisms and models for cooperation and integration, further enhancing BRICS' influence and bringing greater benefits to participating countries.

On October 23, during the BRICS Summit, member country leaders adopted a joint declaration that provided a comprehensive assessment of the global situation and outlined the group's long-term goals.
