The Prime Minister is attending the summit on October 23-24 as a guest, following an invitation from Russian President Vladimir Putin, who is the Chair of BRICS in 2024.
Prime Minister Pham Minh Chinh this morning departed from Hanoi to attend the BRICS Leaders’ Summit Expansion in Kazan, Russia.

The Prime Minister is attending the summit on October 23-24 as a guest, following an invitation from Russian President Vladimir Putin, who is the Chair of BRICS in 2024.
Accompanying the Prime Minister are Deputy Prime Minister and Foreign Minister Bui Thanh Son, Minister of Industry and Trade Nguyen Hong Dien, along with Deputy Ministers of Public Security, National Defense, Foreign Affairs, Finance, Transport, and Planning and Investment. Also in the delegation are the Deputy Head of the Government Office, the Deputy Governor of the State Bank of Vietnam, the Deputy Head of the Central Party External Relations Commission, and Vietnam's Ambassador to Russia, Dang Minh Khoi.
This summit is a key event within the framework of BRICS cooperation with developing countries. In addition to BRICS members, Russia is hosting over 30 guest country leaders and representatives from several international organizations. This year's summit will include a plenary session themed "BRICS and the Global South: Building a Better World Together." According to Deputy Foreign Minister Nguyen Minh Hang, the Prime Minister's mission to Kazan aligns with Vietnam’s consistent foreign policy of independence, self-reliance, multilateralism, diversification of international relations, and being a friend, reliable partner, and responsible member of the international community. The Prime Minister and the high-level Vietnamese delegation will actively participate and contribute to the summit.
BRICS is a group of emerging economies that accounts for over 40% of the global population and approximately one-quarter of the world’s GDP. The group was established in 2009 with four initial members: Brazil, Russia, India, and China. BRICS later expanded to include South Africa, Egypt, Iran, Ethiopia, and the United Arab Emirates (UAE).
BRICS cooperation is built on three pillars: political-security, economic-financial, and cultural-people exchanges. The BRICS Leaders’ Summit Expansion is a mechanism that allows non-member countries to participate as guests.
This is Prime Minister Pham Minh Chinh's first official visit to Russia. Vietnam and Russia established a Comprehensive Strategic Partnership in 2012. In June, President Putin made a state visit to Vietnam, where both sides agreed to enhance cooperation in areas such as economics, trade, and defense-security, with a particular focus on infrastructure and energy.
