Prime Minister Pham Minh Chinh receives Chinese Ambassador to Vietnam Hewei

Vietnam remains committed to viewing the development of relations with China as a strategic choice, a fundamental objective, and a top priority in its foreign policy.

On October 1, at the Government Office, Prime Minister Pham Minh Chinh received the newly appointed Chinese Ambassador to Vietnam He Wei as he began his diplomatic term.

During the meeting, Prime Minister Pham Minh Chinh requested that Ambassador He Wei convey the greetings and best wishes from Vietnam's senior leaders to the leadership, government, and people of China on the 75th anniversary of the founding of the People's Republic of China (October 1, 1949 – October 1, 2024). The Prime Minister emphasized that Vietnam remains committed to viewing the development of relations with China as a strategic choice, a fundamental objective, and a top priority in its foreign policy.

The Prime Minister expressed his gratitude to China for the recent support and assistance provided to Vietnam in coping with and recovering from the significant damage caused by Typhoon No. 3 and subsequent flooding. He specifically appreciated China's efforts in sharing hydrological data and coordinating the release of water from hydropower dams, which helped minimize flood-related losses.

Welcoming and congratulating He Wei on his appointment as China's Ambassador to Vietnam at a time when bilateral relations between the two Parties and countries are entering a new phase, Prime Minister Pham Minh Chinh affirmed that the Vietnamese government, along with various ministries and localities, will facilitate Ambassador He Wei's successful completion of his mission. The Prime Minister expressed confidence that during his tenure, the Ambassador would serve as a bridge to enhance trust, promote cooperation, and expand exchanges, making a positive contribution to strengthening the Comprehensive Strategic Partnership and advancing the building of a Vietnam-China Community with a shared future.

Prime Minister Pham Minh Chinh also encouraged Ambassador He Wei to promote cooperation between Chinese ministries and localities with Vietnam in the comprehensive and effective implementation of high-level agreements and common understandings. Key areas of focus include maintaining regular high-level visits and exchanges, deepening practical cooperation in fields such as economic and trade relations, investment, transportation infrastructure connectivity, culture, education, tourism, climate change response, disaster prevention, and water security. He also suggested pushing forward initiatives like the construction of smart border gates.

The Prime Minister urged China to prioritize cooperation on the development of standard-gauge railway lines connecting the two countries, continue opening its market to Vietnamese agricultural products, and swiftly implement large-scale investment projects that showcase China's development in Vietnam. He also recommended coordinating to successfully organize the Vietnam-China Year of People-to-People Exchanges in 2025, marking the 75th anniversary of diplomatic relations.

Prime Minister Pham Minh Chinh stressed the need for both sides to strictly adhere to high-level understandings on managing and resolving maritime disputes, respecting each other's legitimate rights and interests, and addressing differences in a manner consistent with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

Ambassador He Wei expressed his sincere thanks to Prime Minister Pham Minh Chinh for receiving him on the day of China’s National Day anniversary. He acknowledged the Prime Minister’s important remarks on future directions and key tasks for strengthening Vietnam-China relations. The Ambassador expressed his honor in assuming his position in Vietnam and pledged to do his utmost to promote the Comprehensive Strategic Partnership and deepen the Vietnam-China Community with a shared future.

Ambassador He Wei expressed his desire for the continued support and close cooperation of Vietnam’s Party and State leaders, as well as various ministries and localities. He affirmed that he would work to enhance coordination between Chinese ministries and localities with Vietnam in implementing and fully realizing high-level agreements and understandings. This would include frequent high-level exchanges, strengthening cooperation in diplomacy, defense, security, and deepening practical collaboration in economics, trade, investment, transportation, tourism, healthcare, and education. He also highlighted the importance of expanding cooperation in emerging fields such as digital transformation and green growth.

The Ambassador pledged to promote cultural cooperation and people-to-people exchanges to strengthen the social foundation of bilateral relations. He also emphasized maintaining close coordination in multilateral mechanisms and international forums, and jointly managing and resolving maritime disputes in accordance with high-level agreements and understandings, contributing to the well-being of the peoples of both countries and to peace and stability in the region.
