Hanoi establishes council to assess administrative reform index

The council will evaluate the self-assessed scores of these entities, determine the final scores based on specific criteria, and review sociological survey results to establish the 2024 Public Administration Reform (PAR) Index for each department, district, and town.

Chairman of the Hanoi People's Committee Tran Sy Thanh has signed Decision No. 4762/QD-UBND to establish an Evaluation Council. This council will assess and determine the 2024 Public Administration Reform Index for city departments, equivalent agencies, and district- and town-level People's Committees within Hanoi.

The Council consists of 10 members, with Hà Minh Hải, Vice Chairman of the Hanoi People’s Committee, serving as the Council's Chairman, and the Director of the Department of Home Affairs as the Vice Chairman.

The Council is tasked with reviewing reports on self-assessment and scoring the administrative reform performance of city departments, equivalent agencies, and the People's Committees of districts and towns for 2024. It will evaluate the self-assessed scores of these entities, determine the final scores based on specific criteria, and review sociological survey results to establish the 2024 Public Administration Reform (PAR) Index for each department, district, and town. The Council will submit its findings to the city’s People's Committee for approval and public announcement.

The Council operates collectively in accordance with the tasks outlined in Plan No. 227/KH-UBND, dated July 31, 2024, regarding the implementation of the 2024 PAR Index assessment. The Council’s decisions are valid when more than 50% of its members are present or have given their approval.

The Chairman of the Council is authorized to use the official seal of the Hanoi People’s Committee to carry out the Council’s work and will preside over and conclude Council meetings. The Vice Chairman, who is also the Director of the Department of Home Affairs, serves as the Council's standing body and is responsible for organizing meetings or seeking opinions from Council members. After consulting with the Chairman, the Vice Chairman will submit the Council’s findings to the city’s People’s Committee.

The Council will automatically dissolve upon completion of its duties.
