Under the decision, the Group would serve as a vital conduit for enhancing collaboration and communication between the capital and the centrally-governed provinces and cities within the Red River Delta region. Its primary focus is to facilitate collective efforts toward promoting swift, sustainable development, safeguarding the environment, and ensuring national defense and security.

Comprising 19 members, with the Director of the Hanoi Department of Planning and Investment serving as the Team Leader, this Coordination Group operates under the auspices of the Department of Planning and Investment. Its core responsibilities include assisting the Chairman of the Hanoi People's Committee in directing local organizations and units to carry out coordination tasks for the advancement of the Red River Delta region.

Moreover, the Coordination Group plays a crucial role in proposing and recommending solutions to regional connectivity challenges to the Regional Coordination Council, as well as suggesting mechanisms and policies to overcome obstacles hindering regional development.

It also consolidates input from businesses and grassroots entities, furnishes pertinent documents and data to the Regional Coordination Council, and offers advice on matters related to regional connectivity and sustainable development within the frameworks of central government resolutions, programs, plans, and projects, as well as Hanoi's initiatives.

Furthermore, it actively monitors, motivates, and assists the Chairman of the Hanoi People's Committee in resolving coordination issues within the city's purview. It compiles reports for the Regional Coordination Council, the Office of the Regional Coordination Council, and the Chairman of the City People's Committee, documenting progress in implementing plans and coordination tasks in the Red River Delta region on an annual basis.

The Head of the Coordination Group assigns specific duties to its members. The Deputy Head, acting on behalf of the Team Leader, takes charge of Group activities when authorized, presides over activities pertaining to the agency's area of responsibility, and diligently carries out tasks as assigned. Individual members of the Coordination Group provide counsel and oversight for the Group's endeavors within their respective areas of responsibility, ensuring tasks are executed as directed and taking full accountability for their outcomes.
