Hanoi accelerates administrative reform, equipping 400 government officials with tools for citizen-centered governance and setting the stage for a more responsive, modern city.

Hanoi is advancing its commitment to modern, citizen-centric governance with a comprehensive training program for 400 government officials focused on improving administrative efficiency and better addressing public needs.
This initiative, part of Hanoi's 2024 Administrative Reform Plan, targets leaders and officers from 22 city departments, various project management boards, and 30 districts. Held on October 25 at the Bac Tu Liem District Council headquarters, the program is coordinated by the Hanoi Department of Home Affairs and the National Academy of Public Administration.
The training covers essential strategies for advancing Hanoi’s administrative reform. Dr. Do Thanh Huyen, a specialist with the United Nations Development Program in Vietnam, discussed the Provincial Governance and Public Administration Performance Index (PAPI) and identified priority areas for improvement in Hanoi. Tran Dang Minh, Head of Digital Technology Applications at Hanoi’s Information Technology Center, introduced innovative digital tools, including the city’s integrated information systems and public feedback platforms like Zalo and iHanoi, which enable streamlined communication between the public and officials.
Notably, Mai Xuan Truong, Deputy Director of the Hanoi Department of Home Affairs, addressed two core topics: the central government’s directives on administrative reform and a detailed analysis of Hanoi’s Public Administrative Reform Index (PAR-Index) results from 2023. These sessions aim to deepen officials' understanding of Hanoi’s ongoing reform efforts and clarify specific areas for improvement.
At the close of the training, participants were evaluated on the material covered. Following this, officials will conduct field visits in late October and early November to observe effective administrative reform models across the city. Through initiatives like these, Hanoi demonstrates a proactive stance on enhancing public sector accountability and efficiency, setting a standard for citizen-centred governance in Vietnam.
